HS/HB 481 - This act prohibits the expenditure of public funds for existing or proposed health and social services programs that directly or indirectly subsidize abortion services.

An entity that is affiliated with another entity that provides abortion services may only receive public funds if the entity is an independent affiliate. Entities that provide counseling to pregnant women may receive public funds only if they provide non-directive pregnancy counseling. Entities that receive public funds may not display or distribute materials promoting abortion services and are required to maintain records that demonstrate strict compliance.

At least once every three years, an independent audit of these entities must be conducted. If the recipient of public funds is affiliated with an entity that provides abortion services, an audit must be conducted each year to ensure compliance.

The restrictions regarding the use of public funds for abortion services contained in Section 33.900 shall take precedence over Sections 188.200 to 188.220, RSMo.

Public funds shall not be expended, paid, or granted to any existing or proposed research projects that involve abortion services, human cloning, or prohibited human research.

Taxpayers of the state shall have standing to bring suit against the state of Missouri or any recipient of public funds who is in violation of Section 33.900.
